It's called a sing of the times and dealing with societies problems. The U.K. is becoming more diligent instead of sweeping these issues under the carpet.
It has always been "the very rich at one end and the very poor depending on food banks" but currently there are a lot more poor and people in need living in the U.K., that it's hard not to notice and impossible to ignore. The days of turning a blind eye and hopping the problems just go away are gone in the U.K.

The UK has always been a top down society. That is why your head of state is a queen and why the upper class is inaccessible to anyone else. It is why people in UK care about such odd things as what school you went to. In America, nobody here cares if you went to a private school (or as you would say in Britain a public school). You can go to a public school here (or as you would say a state school) and still have chances in life. The problem is that most of the British population relies on welfare. In America we don't believe in this. We believe in ourselves. I was born into a blue collar family in a poor mining town in western Pennsylvania. Today I own my home in the better part of suburban Washington DC. How many lower class Brits have this opportunity? British society says they don't. British society says: you're poor, you're always going to be poor, and the solution is to dependent on government hand outs.
Finally, poor Americans don't rely on food banks. They use EBT/SNAP cards to do their shopping at grocery stores. We spend over $80 billion on SNAP a year in this country and we think that's more than enough.

the Fault is the EU nothing to do with the USA if the UK gets out sends home all the Millions of EU unemployable we would not need food banks

yes of course it is. there are people in both countries who will seek to get something for nothing, after all it is human nature to do so. Thats why the government is wrong giving out international AID to countries that do nothing for it except ask for more, so that the ruling elite of those countries can skim of large amounts of cash into secret bank accounts.
