Do state farm insurance agents have to get people to get insurance? Like a sales type of thing? How does that work ? (In California)?

    Yes, insurance agents are sales people who work on commission.

    Their philosophy is they run ads all over (and they seem to)which generates awareness of the company and makes it easier for an agent to prospect. They probably also get emails that they pass on to a local agent.

    They sell insurance.

    They only get paid as a percentage (commission) of what they sell. So, yes. If they don't sell, they don't get paid.
