Yes I expect some do but what do you expect to gain with a degree from one of these universities apart from a really big debt? Degrees are not all the same exam or standard of education. A degree from a low level university may be not quite a high enough standard when you have finished it to start a degree at a top university. So what will a degree like that be worth? It won't help you get a better job it won't be respected because everyone will know that it was any easy degree you won't know much about the subject you studied because the degree was too easy. All that you will get out of it is a massive debt.
To get a better job after a degree you have to go to a top university and study a difficult degree. Top universities ask for A*s and As for entrance requirements. The degrees are difficult and have a lot of information.
It is better to do an apprenticeship than to attend a low level university. People who have completed an apprenticeship will be better qualified at a particular job than someone with a low level easy degree.
Remember for a degree to make a difference to your career prospects it has to come from a top university. All other degrees only lead to debt. It is quite possible to be unemployed or to have to get a minimum wage job after a degree from a low level university so don't go thinking that you will get a better job as this is extremely unlikely. People will get better jobs than this after an apprenticeship.

It depends on the specific courses you're looking at.
For decent, academic couyrses, even at low tier Universities, the requirements will still be moderate to high.
For frivolous, almost pointless courses, the requirements may be quite low.
