I ordered what is supposed to be Boston Ivy Seeds. After 3-4 weeks, they look like this. Is this a Boston Ivy Plant? If not, what is this ?

That is not Boston Ivy, but some weed that came with the soil, maybe Linaria vulgaris.
The seeds of Boston-Ivy, need a three month cold period before they will germinate.
When you got the seeds you should have soak them in hot water for one day, then sown them and kept them at room temperature for two weeks, then move them to a location that is below 39F for 90 days.
