If I connect my old hard drive to my new computer can I access old installed programs?

My old laptop was falling apart so I purchased a new one today... And that's great and all but will I have to buy all my old software again or can I connect up the old hard drive and use the programs from there?

Things like Paint tool sai and Photoshop I mean.... I don't wanna have to buy them again

Update:

I've managed to transfer Office and Photoshop cuase theyre on a monthly subscription...However..... Paint tool sai isn't, I just bought the license the one time and I can no longer find the license code :/ is there absolutely no way it would work with my harddrive hooked up to the new computer?

    In Photoshop CC, all you need to do is sign out; in earlier versions, you need to use the Help > Deactivate command. Your other big programs may also have similar deactivation methods.

    You will then need to reinstall your programs on your new laptop—the program files won't work by themselves. The installers will also take care of prerequisites and system settings that can't be transferred.

    Yes, you can connect it as long as it's compatible and you know what you're doing. But programs like Photoshop allow you to download the program for free on a few computers using one account so it may not be needed.

    Most of them wont run without the registry imprint unless they can be repaired using the uninstall/repair in programs and files
