Bullying can vary from very aggressive mental abuse to the people who bystand bullying to quick comments. You would need to define bullying as a distinct act to be able to convict someone of the crime of bullying. Then you would need to deal with situations where someone was being a bully because they felt insecure about themselves, or had been bullied earlier. You would also need to differentiate between bullying and banter between friends, competitive athletes (people putting each other down in the warm up to a competition), and other friendly situations. While I believe that bullying is wrong, and causes awful behavior in it's victims, it is not an offense which warrants prison. While someone convicted of murder was bullied, and that may have driven them to violent behavior and thoughts, it is no excuse to put that violence on someone else and murder them. So that argument is null.

No. I was bullied as a child, and I got stronger for it. If you can't handle a little name-calling, you probably aren't emotionally strong enough to survive life in general. And I doubt your statistics are accurate.
