There are several routes you can take. You will want to try to do the best that you can for the remainder of high school. If possible, take summer courses - do everything you can to boost your GPA as much as you can. Take all of the college entry exams possible and you might find that you will qualify for some colleges.
However, if you don't get into a college or university right away, you can always go to a community or junior college to take many of your basic or prerequisite courses. Look at what a typical university psychology or psychiatric major will study. Your first two years of any college will be basic courses that can be taken almost anywhere. But when applying at the junior college, speak with a guidance counselor to make sure you are taking the proper courses and that they will transfer to a 4 year school.
If you work hard you should be able to improve your marks sufficiently to qualify for admission to a college or university within a year or two. You should also be able to improve your study habits and become a more effective student.

A psychiatrist is a medical doctor with 13 years of college, medical school, and training, and needs very high grades in college and medical school. If you're not good at school and can't do any better by studying, you might want to pick a different career path.

You'll be going to community college with that GPA. Universities have minimum GPAs and 2.1 doesn't cut it. And your career choice takes around 13 years to complete, it is a doctor. Can you find motivation to make a minimum 3.7 in undergrad to get into your program?
