Who can you file a civil suit against?
If someone has been harassing you and committed crimes of vandalism and burglary against you can you file a civil suit? How about if they have also threatened bodily harm?

You report the crimes to the police and get a restraining order against them. You cannot sue them unless you have suffered financial damages. This is a criminal issue, not a civil one.
