To make decisions in the best interest of it's citizens.
And usually that means making compromises -- such as targeting long term benefits over short term gains , benefiting some groups of citizens over others .

it's a man made thing like money it's so some can be at the top and the rest work their butt off the rest is just the process of achieving it no one can say by any method whatever it is ever fair
