how can i make a skirt that goes under my dress to make it puffy?

I'm doing a TARDIS cosplay (from doctor who to wear to comic con) and I am making my own dress. how can I make a separate skirt that I can slip on under the dress to add a lot of volume?

i have had a look on the web and i have a few ideas of using tulle bunched together (either sewn with pleats or tied onto a waistband) but I'm not sure if that will get the look i want?

    I think long skirts are excellent, you're protected up minus the restrictions of pants.

    I think short dresses, coz you show off more legs, but really it doesn't matter both is going great

    you could make a hoop skirt?

    easy and cheap

    this is for a childs one but you just scale it up fro your size
