Yahoo Answers has ALWAYS been flooded with spammers posting fake numbers and/or links. Yahoo finally instituted a much stronger anti-spam filter that stopped a LOT of it from the old way it was being done - so the spammers found a NEW way, with the JPG files, instead. It takes a lot of work and coding and testing to come up with a new filter to fix the problem, so it is likely to continue for a long time before Yahoo is able to find a way to block them. Especially since there is really no way to differentiate a BAD JPG file from a good one.
The MOST effective way to report these accounts is to post a link to the person's YA profile page / URL on the Spam Battle Thread of the Suggestion Board on the GEAR. The monitor for that thread then passes it to staff, who strip ALL answers and suspend the account. Not that it helps, as they make new ones constantly, but it will remove their content from here along the way.
Direct link to the Spam Battle Thread is here:

At one time, YA did not allow jpg files to be posted. Now you see one reason why. They are hard to filter and spammers using hundreds of accounts a day are hard to get a rope around. Yahoo cares, but spammers are always one step ahead.
