Can Egyptian people (ethnicity) have blue eyes?

    Nowadays, yes, as the Crusaders brought their DNA to that region, so, it is possible.

    Genetic mutations happen as well.

    However, blue eyes would be unusual in Egypt for pure blooded Arabs.
