Will my perennials grown through rocks?

I've just laid my garden cloth and planted my perennial garden through it. Now I'd like to put rocks down to finish it off. But I'm unsure that these flowers will be able to grow through the rocks next season. Things like tulips and dusty Murphy. Can you tell me if putting rocks down is fine or if these poor plants won't be able to find there way up through them next year. Thanks bunches :)

    are we talkin pebbles? Or more of a gravel like crushed granite? Bulbs are pretty hardy and should have no problem so long as the rock layer isn't ridiculously thick and the rocks aren't mini-boulders or cementitious (like crushed granite tends to be between wet and dry times, thus making it a good weed suppressant at depths of 2+") you should be fine.
