Why do Republicans in Congress want to get a vote on Diplomacy but don't want anything to do with voting on War?

I am so very tired of hearing cons complain that Obama is doing nothing about ISIS. He is doing everything he is Constitutionally allowed without Congress declaring war. He has asked them to deal with this and make a decision but they refuse. It's almost as though they are waiting for him to get tired of it and go ahead with an all out war so they can then accuse him of subverting the Constitution. Yes, I do believe they are that sneaky and low rent, they've proved it over and over.

This Commander in Chief has shown himself to not be good at either war or diplomacy.
I don't think congress trusts him with either one.

It is because they want no responsibility for war. They only want to criticize. Constitutionally, it should be the other way around. The constitution gives the President not Congress the right to conduct foreign policy except for declaring war. So, the President should be completely in charge of diplomatic matters.
