Conservative Christians: Should women raped by ISIS have access to US Taxpayer funded abortions? Why or why not?

When you show me where in Article I, Section 8 of the US Constitution that shows the Federal Government was ever given the authority to use the citizens tax dollars for individual abortions, I'll support it. If ISIS rapes someone (in any country) and then gets them pregnant, ISIS can pay for the abortion so long as abortion is legal in the country where it occurs. In most ISIS countries, it isn't legal anyway.

Make your question more practical. Should women raped by illegal immigrants get access to taxpayer funded murders? That happens every day in America. No one in America ever gets raped by ISIS. They're in the Middle East.

Women raped by isis members are in Syria and Iraq. US health insurance won't cover it.

They should have the right to execute their rapist. Better that then the innocent baby born from a criminal act. But being they are not US citizens they have no legal access to out health care or abortive facilities.
