Puppy kicked by horse, family refusing to get medical attention?

A friend is telling me his puppy was kicked by a horse and appears to be slipping to a coma but his parents refuse to take it to a vet for medical attention. He asked if he should report the incident as animal cruelty, but he's a legal adult and the owner of the puppy. He has no money or car to take the poor thing to the vet, but if he reports his family could he end up being charged as well?

    He has money if he can afford the net, cable and other luxries, he chooses not to take it to a vet. If he's the legal owner then why is he allowing the puppy to suffer? He needs to call the HS and let them take the dog and he will be the one charged since he not only allowed the puppy to be kicked, HE denied the dog all vet care

    Not providing medical attention to an animal is considered animal cruelty..the owner of the animal is responsible for providing care so since he is an adult it is HIS responsibility to care for HIS dog not his families....So tell your friend to take the puppy to the nearest Shelter tell them he has no money and give the dog up to the shelter, they will care for the dog.....calling the police will do nothing except get himself locked up since he is the owner.......

    He needs to take the dog to the SPCA & explain he has no money for treatment. They may or may not make him surrender the puppy, but it will get treament & therefore may live, vs surely DIE w/o treatment at the rate things are progressing. If he takes dog TO them, he will not be charged. Yes, he can report his parents, but if he is an adult and the owner, yes, HE will be charged (too).

    The law is that you can be charged with animal abuse for WITHOLDING vet care from a sick or INJURED animal, even if you lack the ability to pay for such services. He has no business OWNING a dog or puppy, if he cannot cover emergency vet care costs. LOTS of dogs get hit by cars, or bitten by other dogs, etc.

    If he's the legal adult and the owner of the puppy then it is him that will be charged. His parents have nothing to do with it.

    This is totally his fault for allowing the pup to be that close to a horse so not sure who he is reporting for what... as in...he will be reporting himself.

    He would be charged since he is an adult and the owner. He needs to surrender the puppy before it dies.

    If he is the owner/adult why pin the blame on his family? Put the blame where it belongs on himself and turn himself in.

    Then he shouldn't have a dog period. Tell him to apply for Care Credit otherwise:
