Florescent lamp not working.?

kitchen 4 bulb lamp was flickering, zero bulbs working. I replaced all 4 bulbs, but only two work. The inner two work, the outer two don't. I have a single black box with wires, I assume thats the ballast. If my ballast is bad, would none of my lights work? Then I read there may be a dual ballast? Could a dual ballast be one unit controlling inner and outter bulbs?

    A 4 tube ballast is basically 2 ballasts in one, depending on if it has tube starters that may also be bad, it's not uncommon for half the 4 tube ballast to go bad. There is always a ballast for every two fluorescent tubes, thus a 4 tube fixture may have 2 ballasts or a duel 4 tube ballast in one ballast transformer package.
