What do you think of my concept of welfare reform?

Question

Put everyone in a county on welfare in a deep rock quarry. Have large numbers of ladders.  Start lowering dogs in baskets that are training to bite. Dobermans, Rottweilers, German Shepherds.  Any person who can climb up the ladders to get out is able bodied and now off welfare. Anyone who gets horribly mauled by the dogs (we'll shoot any dog that is actually killing someone) is REALLY disabled, and gets welfare.

My concept of welfare reform is creating jobs which get people off the system that are capable of working. For instance give people welfare to assist them but make them work for it even if it means government unskilled labor jobs such as digging ditches and picking up trash on the freeways.

Everyone who can work should work. Welfare and Public assistance should be tied to hours worked.

A person could be mentally disabled but not physically disabled and climb the ladder.
