if you are not tired and have still time left, you can either choose mustafa center or vivocity shopping mall for your shopping.

Have a look yourself on http://www.smrt.com.sg/ but I think the last train will have gone by the time you land, or at least the last train connecting with westbound service. Besides, you may land at 23:30, but that doesn't say anything about what time you'll actually be out of the terminal.
