If global warming is a lie to get US Government funding, why do nations not dependant on our funding also have scientists that agree?

Their governments have corrupted science in their countries just like ours has. Their governments have the same incentives to convince everyone that our own energy use is bringing about doomsday: if they control our energy use, they control us. Period. This scam is the holy grail for tyrants everywhere. They get to squeeze more money out of us while dictating what we can eat, drive, build, say, and do. We've already seen what it does (through the IRS and DOJ) how it uses its enforcement powers to attack political dissidents. Why do you think it won't do the same thing with energy controls? A business owner who speaks out against the global warming orthodoxy might suddenly find he is in violation of some climate regulation and is being shut down.

I think that even acknowledging these silly conservative arguments regarding government funding encourages con obstinacy. Cons believe that if they can drag you down to their level of argument that they’ve won something, and to some extent they are correct.

Other fascist, collectivist nations do cooperate to work out the scheme to divide OUR wealth amongst themselves.
