What exactly does "variable clouds with strong thunderstorms" mean?

    "[V]ariable clouds with strong thunderstorms" means the sky will be covered by variable amounts of cloudiness i.e., sometimes partly sunny and sometimes partly cloudy and thunderstorms are expected to be below severe limits.

    In the US ... a severe thunderstorm produces hail >= 1" diameter and / or a wind speed or gust >= 58 mph (50 knots) and / or a tornado.

    Used by The Weather Channel to forecast "Scattered Strong Thunderstorms". Severe weather is possible in your area.

    I guess it mean that it will have cloud with thunderstorms sometimes and other time no cloud at all.
