Question about lottery scratchers?

My father buys these scratchers all the time. Everytime he buys one he only scratches the bottom where the letters are. One time I asked him " Don't you have to scratch the top also?" And he said no. So let's say there's a ticket that says " win up to $1,000,000". Would you find the 1,000,000 dollar prize on the bottom where the letters are or do you have to play the game on the scratcher?

It's possible to determine if a ticket is a winner just by scratching off the latex that covers the bar code, then scanning the code at a ticket vending machine. People who play a lot of scratch off games usually don't bother rubbing off the whole ticket and then anxiously looking to see if they have three matching symbols, or their number is higher, or whatever. The bar code is quicker and more accurate.

What a huge waste of money! It's people like your father that is supplying the lottery with their money. I would've thought you'd need to scratch all the boxes, but what would I know - I don't waste my money.
