Good stuff that we like is literal. The outdated hooey is currently deemed figurative. Check back periodically for changes.

Who decides what is literal and what is figurative in the Bible?

    - Every person decides that, and it is a matter of convenience.

    You do.

You aren't under a totalitarian religious government. You get to decide what things mean. Just don't be surprised when you start to find out your first interpretation might not be the right one or only one. Remain flexible.

I am Christian, and it takes guidance from the Holy Spirit to understand the Bible, unless/until you find out, the BIble is literal.

It's open to everyone's interpretation. I think a little wisdom helps when deciding. There were probably people who gouged their eyes out when Jesus said if your eye causes you to sin pluck it out.
