NTSB ensures that the aircraft maintenance and airport regulations are complied with and investigates wrong doing by the transportation industry from within. Their main mission is apt to be prevention of accidents. The TSA is essentially "airport security". Their main mission is terrorism prevention.

TSA is part of homeland security and NTSB part of the DOT? They work together, but TSA does ship/rail yards for National security NTSB does Haz/Mat and commercial transportation law.
