Can a non US citizen without a US visa land in a US airport, in order to get on a connecting flight to somewhere outside of the US?

I am trying to meet my friend who is from India. Jamaica is one destination both US and Indian Citizens can go without a visa. Her flight would be from New Delhi to Kingston, Jamaica. In order for her to make this journey, she will need to get on a connecting flight. the quickest option is to land in JFK airport, and then catch a flight to Jamaica. She does not have a US visa. Is she allowed to land in the US strictly for the purpose of catching a connecting flight to Jamaica? If not, how could she become eligible?

    Your friend would need a Tourist Visa or Transit Visa.

    they will most likely need a C1 transit visa depending on their nationality. They need to contact their local US embassy.

    What about flying through London or Toronto?

    they might let him do it as long as he doesn't leave the airport
