Too young IMO. Being a horrible sleeper will not miraculously adjust by using a toddler bed. Instead you may get a poor sleeper who also refuses to stay in the bed. Imagine the fun of going into the room over and over trying to get her settled. Wait for a toddler bed until baby is old enough to understand that she should stay put, and have some self-control to actually do that.

We had the oldest two in a twin bed with bed rails by around 15 months. They did fine. #3 went into a toddler bed for a couple months before we moved - it was miserable. He always got out of bed. The older two nevertried to get out of the twin bed.
No need to buy a toddler bed.

If she's a horrible sleeper, why would you give her the freedom to roam her room or even the house at night? Even less chance of a decent night's sleep that way. At least in a crib she can't get out of you have some chance of her going to sleep out of boredom.
