Why doesn't the Fed Government prevent states from unfair taxation? (school tax not based on income)?

The goal of the GOP is to pass the cost of government from the rich to the poor/middle classes. Unfair school tax plans continue to strive for that goal.

Basing school tax on property values is not fair. Folks with houses in high priced districts, but no children, pay for a service they don't receive. I moved into a great school district but into a small house [the real estate mantra of being the smallest house in the best neighborhood] - my three kids get subsidized by my neighbors. If they are too stupid to find an equitable way to fund schools, not my problem. But it's wrong and the GOP is wrong on taxes.

Tax is actually based on income because the more property you own the more taxes you pay, just like when you go grocery shopping the more you spend the more you pay in taxes.

The States are sovereign unto themselves, the Federal government doesn't have the authority to tell them how to conduct themselves

School tax is tied to the value of your property. The more valuable your property the more you pay. How is that not fair?
