Fewest cars?

After watching last night's "BIG ONE" I was just wondering what is the fewest number of cars to finish a NASCAR race?

    There was a restrictor plate race where in the Green-White-Checkered, only 16 cars or something took green flag. But I don't know when exactly it was, nor do I know if the number of cars is correct.

    It must've been around 5 years ago.
