What does Brownback mean by "religious organizations" in this new law for Kansans?

Does he mean places like Catholic churches, schools and hospitals or is he including the wedding dress store, owned by a Christian, as well? I read the law (EO 15-50) and it's not clear to me. Maybe "religious organization" should have been spelled out in "Section 3: Definitions" but it's conspicuously missing from there.

    Under IRS rules, and by extension business law, a "religious organization" is a 501(c)(3) nonprofit organization that is not a place of worship (church, synagogue, mosque, coven hall etc.) "They are typically nondenominational ministries, or interdenominational and ecumenical organizations; or entities whose principal purpose is the study or advancement of religion."

    What a load of twaddle! The law is completely unnecessary and is an over-the-top reaction to the Supreme Court finding. Religious organisations are not compelled now to marry anyone and the new ruling doesn't change that. A priest or a pastor has always been able to refuse to marry a couple on religious grounds and that has not changed.

    Its deliberate. He knows it is unconstitutional, he creates a way for it to be stuck down for vagueness rather than and expressly religious reason. When it is he will nevertheless claim it is persecution and soak up the money his deluded sheep throw at him for standing up for them.
