Is this a guaranteed safe overclock to do?

Update:

I want to overclock an intel core i7 4790K so that it will match two 2400mhz 16gb RAM modules. Is this a good idea? Intel's site recommends a 1600mhz maximum

    'guaranteed safe overclock" = oxymoron

    There are no guaranteed safe overclocks for anything!

    what do you mean you want to overclock your cpu to match the ram? you can't change the ram speed that your cpu supports
