Can someone translate this to english?
“God, from all eternity, did, by the most wise and holy counsel of his own will, freely, and unchangeably ordain whatsoever comes to pass; yet so, as thereby neither is God the author of sin, nor is violence offered to the will of the creatures; nor is the liberty or contingency of second causes taken away, but rather established” (WFC, III.1)

It looks like another person is trying to explain his own understanding about Free will with the complication of God getting his will through the timeline of human history.
In other words, after reading some philosophy about what some churchmen thought about existence and purpose in the universe, they are only guessing, and differing opinions are out there trying to come up with a description of what they think MIGHT be right.
So don't put too much weight on it. They don't know, but are trying to explain it as though they did.
In my opinion, God gets what he wants done according to his word, no matter what anyone does or doesn't do. I don't want to complicate my opinion with some mutterings about how that happens.

It's an explanation for a false teaching, thus the gobbledygook to try to pass off nonsense as sense.
The statement is trying to say two different things. Whatever happens was God's plan and is God's will "yet" when bad stuff happens, he never had anything to do with it.
The truth is that NOT everything that happens is God's will, as seen in the example below.
1Th 4:3 For this is the will of God: your sanctification, that you abstain from sexual immorality,
Yet we know that people routinely engage in sexual immorality.
God doesn't get everything he wants, otherwise Adam and Eve would have never sinned.

it's in english. i would suggest you look up the words you don't know. that should clarify its meaning.
it says something like:
God asked himself and decided what he wanted to do, but that doesn't mean god invented sin, nor violence, nor does he take away freedom or reason, but, by this, gives it to us.

It simply means:
God is responsible for everything that exists, but no religious person is willing to blame him for the bad stuff.
