If you want to move into a place in mid-August you would need to be looking at apartment comlexes in order to get on a waiting list. Otherwise when someone has a vacant apartment they sure aren't going to hold it for someone until mid-August - unless you begin paying rent on it immediately. Call a few complexes and ask how long it takes to process an application.
A word of advice - most places require that your income be 3x the amount of your rent; some places are now requiring 4x.

You do not have to move in right away. Some places will hold it for up to 30 days with a deposit. You have to ask each individual place if they will hold it or not. If they will or not is up to them. The application process can take a few days to a week or longer.
