What is the best way to mount a front license plate?

My vehicle has no pre drilled holes in the front bumper. I would like to use the universal license plate retainers that look like a wall anchor. They expand once the screw is screwed into them. The problem is these have a square shape to them. Can these only be used if your vehicle has factory holes that are square shaped or can you use a drill bit. If so, what size?

    Many cars are shipped to dealers without the holes drilled in the soft bumper cover - - - dealers in the locales with front plates have to drill them out. If it's a reasonable new car, I would take it to a dealership and have them do it right (or be responsible if they screw it up).

    Use double sided outdoor/waterproof foam tape - it will look better
