Do I have to restart?
I have gta v PS3 for now my mom bought me a ps4 but it's coming through the mail and it's coming soon but right now my brother said that if I get it I have to restart my account and start from level 1 I'm currently at rank 68 and it took me a while cause I took a long break. But is that true cause I don't want to start over

For local offline console save data, yes, you would have to start again as the GTA save data is not cross-console compatible. You CAN, however, transfer your online account, but you can't go back as it's an upgrade transfer.
EDIT: You will have to restart the offline story mode, so no save data transfer. You will NOT have to restart your ONLINE profile as you can transfer it.
