If God has a plan, he seems to be killing a lot of innocent people (murders, starvation, illness, natural disasters) while carrying it out.

Why wouldn't you expect the Architect of the Universe to have a plan?

Yes, he has a plan. When you build a house, do you not have a plan? Most do,,,, and that is to live there. But in the case of this world God must chain up Satan. The big battle will come again and all will be a witnes, just read the bible.
