Yes. It's a pony sized horse, but a horse nonetheless. Mustangs are a breed of horse, not pony.

NO! It's a PONY! Any equine of 14.2hh and above, is a horse and not a pony.
Of course in the old west any horse/pony was called a "pony"if that horse was good as a
cow "pony" regardless of height.

A pony is considered 14.2hh and under, a horse is 14.2 and above. If you horse is exactly 14hh and your properly measured, then it is a pony.
