    You can take out your contributions at any time without tax or penalty.

    The taxes and penalties kick in if you touch the earnings.

    So, it all depends on how much you have contributed and how much you take out.

    The penalty for a premature distribution from ANY retirement account is always 10%. The only question is how much of your withdrawal is subject to the 10% penalty.
