Customs hold scam?
I was notified by the "courier"that i have to pay a customs hold fee of 167.63. The package is coming from the U.K. I purchased to different things three days apart. One shipped two days earlier than the other. I am told by the seller that both packages will be held by customs because it is part of the same "consignment". Is this a Scam?

If it's a legitmate courier (DHL, UPS, FedEX, etc) call their toll free number and ask them. You can also call your country's Customs department and ask them
Never trust any email you get, normally if you owe Customs the post office delivers a letter to your door with the amount owed and you can pay at the post office when you go to pick up your parcel
What was the value of the items you bought?
If you are in the US you always get a letter from US Customs in an official brown government envelope and on US Customs stationery with the amount you owe. You are not informed by the courier, you are informed by US Customs
Tell this "Courier" that you have spoken to US Customs and they have no such package on hold and nothing in your name or address on hold. Ask for the name and address of their US Customs Clearance Broker as you need to provide this to Customs as part of their investigation -- then wait for the next excuse
Your biggest problem is if you ordered from a fake UK website the scammers now know your paypal or credit card details. Cancel your credit card and change your Pyapal address asap if it's not too late
