Is there a database creation tool for people who don't know how to create a database?
There are website creation tools and websites that let people put up a website without knowing HTML, CSS and so on.
There are game engines for people to create games without knowing much about programming.
Is there something comparable so I could create a simple relational database without having to do it from scratch? I know SQL is simple, and I once knew it, but I really just want to get a DB up and running.

No. And to use one you need to be VERY aware of security rishs rfrom bad data entry.

If you have Microsoft Office, see if yours came with Access--it's Microsoft's simple database application. If you don't have it, then check out LibreOffice/OpenOffice Base--it's another database tool.
