building on land you don't own?
These people built a dock on the city's property, on the other side of the road front their lakeview home. They put signs saying "no trespassing private" with a gate in front of the dock.
Is this technically their property considering they paid for the materials on it... so nobody else is allowed to use it? Or can anyone use it since the land isn't owned by them? Take a vehicle... you can park it at a store or on the side of the road. .. that doesn't mean anyone can go inside it right?

The city may own the dock, if it is built on their land. That said, they may very well own the land on the other side of the road, that happens a lot with water view property.

Do you know for a fact it belong to the City? If so call the city to let them know. Buying material and building anywhere does not make you owner of the land. If city owns the property anyone can use it.

contact the local government and have the dock removed.
they can not take public land and make it private.
