Will mounting a 195mm tire on a 5.5" increase it's overall diameter?

I'm re-asking this question since people seemed to be confused about it last time. I currently have 205/55 r16 tires on my car. I also have some 195/60 r15 winter tires. I plan on buying NEW rims for these tires to use in the winter. I am not asking about mounting them on my current rims. To obtain the same diameter I would need a 195/65 tire, since that's not what I have, I'm wondering if mounting them on a narrower wheel would help with increasing the diameter. I think 195mm tires can be safely mounted on 5.5" to 7" wide wheels. Again talking about wheel width, not diameter. I know the diameter must be 15"/

Whatever tire you decide to mount it should go on the recommended width of rim but if you decide to be silly and mount it on the wrong rim the diameter would not change. When inflated with air the belts of the tire push out to their structural diameter and if the rim is too wide the sidewalls will be stretched out such that you'll have a rounded tread much like a wheel barrow tire but still the same diameter where it's distorted tread pattern meets the road.
