Because people at the polls, just like prior to the 1970's, are engaging in all kinds of phuckery to disenfranchise black voters. Re-visiting the voting rights act would reinforce black citizens' right to vote. This issue came up about 10 years ago, but no one thought people would actually have the audacity to phuck with such a basic right. But here we are in 2015, and the ugly beast of racism is rearing its head. Same schit, different day.

The real threat to the integrity of the US political system is the Citizen's United ruling, since it allows foreign money to easily be funneled into US politics through overseas US corporate holdings.
