Is it true that black people have lower IQs that white people?

Unfortunately, yes there are studies that show that black population in the US have lower IQ then white. I am not trying to sound racist. I am just telling you it is true. I am not saying that black people are dumb or that it is genetics. I think it is more because there seems to be black people who live in poverty and not great living standards. I don't know really why that is but I think that is the reason. It is not becasue they are black but because of how it seems black people tend to be more impoverished and grow up in more difficult scenarios and that can cause lower IQs
