Why do people perceive conservatives as being tougher than liberals?

You're talking about, questionably 2 or 3 people. I won't even address the idiocy of your examples, but will say this; how tough do you have to be to sit around all day on your butt and collect welfare in a house that industrious people like me are paying for? How tough do you have to be to sign for a college loan and then whine about having to pay it back? How tough do you have to be decide you don't need health insurance and then beg others to pay your medical bills when you get sick?

See? Self reliance and self sufficiency is ALWAYS tougher than being dependent on the prosperous and self sufficient to take care of you. And THAT is ALL of you 'liberals', not just 2 or 3.

Conservatives are less interested in many perks of government assistance that are requested by liberals.

Maybe liberals call it dumb, but a conservative is more likely to agree to a life with less than to take money that the conservative believes might be better spent on things like national defense, city maintenance, investments or even grants and charities.

So that willingness to not take as much as possible is sorta translated into toughness.

But this is America, so the actual take-away should be that liberals are soft. And selfish, I guess. But soft people have to be selfish, so...

Hmm, one example is not conservative in anyway shape nor form. I speak of the death of Mr. Garner. Made into a criminal by a socialist liberal gangster system of laws. Making it illegal to sell a single smoke. Not without giving NYC it's 'piece of the action.' So, he died. While an affirmative action promoted black female Sargent looked on. With the sole taser among the police squad. Said squad specifically sent out to make an 'example'. Mr. Garner's death is a political problem. Because that is what killed him. Leftism and it's greed for taxes.

Now, as to the death of Cecil the Cross Eyed lion? Simply because a hunter decides to act like Gaston (of Beauty & The Beast)? You instantly peg him a conservative? No, he's an a--hole. Politics aside. Politics didn't kill Cecil.

Now, as to Mr. Brown? You've been beaten by a MAN who tried to take your gun. You are a police officer. He now decides to football charge you. As you stagger out of the car. What would you do? Consider the political impact? Letting him tackle you? Or, do you STOP him? Politics would have killed the officer and spared Mr. Brown. I side with the officer.

All three beg you to exercise a bit of common sense reasoning. Since I won't get ten points (and don't care) I say you really LACK that common sense.

What MAKES you believe ALL of these situations were only Conservatives?

True Conservatives are Individualists.

True Liberals are Collectivists.

An Individualist is, by nature, stronger than a Collectivist.

Shooting an unarmed teenager who pounces on you as you're walking away and starts grinding your head into a sidewalk has a bullet coming. Ganging up on someone for selling cigarettes? Where do you get that those people were indeed "conservatives?" Have you personally witnessed each of their voter registration cards? And by the way, that lion was murdering zebras and giraffes and it was only a matter of time before it got a child. The locals were not nearly as up in arms about Cecil's demise as Facebook was.
