How may I file a lawsuit against the management of youtube/google?
The management of youtube/google frequently mess around and reduce the number of viewers of my video clips. The following clip, for example, had 149 viewers, and now it has 61: https://www.youtube.com/watch?v=Z0Rvho9Q438 So who must I apply to in order to put an end to this and be compensated?

If you or your friends & family watch your videos 5 times, YouTube detects this fraud and adjusts your views to show "unique" views.
Monitization only starts after the first 1,000 unique (real, not fraud) views. Chances are your channel is already under suspicion so I would take care tossing out threats of lawsuits.

If it's the same person who's watching it, then the view count may not update. You also need to watch enough of the video before a view is added.

First off before taking legal actions because you don't have the amount of viewers you want is probably not a good idea. But however you can try and contact some about your problem.

To me, you seem like you're over-reacting and your thoughts of suing YouTube/Google and winning is unrealistic. Unless you are a super rich important person, I don't think suing these companies will go over in your favor.
