Did you format the portable hard drive first? Did you actually transfer/move?
Your laptop was overwhelmed. You should have used copy and in teeny sections not the whole thing at the same time.
Try Recuva to see if you can get everything/something back.

Hi Crista J I think your photos hidden in Toshiba Hard Drive and you can check hard drive folder is hidden or not and check following steps:
Open Folder Options by click the Start button and click Control Panel, click Appearance and Personalization, and then click Folder Options. Click the View tab, Under Advanced settings, click Show hidden files and folders, and then click OK.

Where did you transfer from ?
How did you transfer ie copy/cut/drag'n'drop?
Restore will not get back data/pictures.
If all fails then try a data recovery program as suggested like Recuva. This is a free program.

90% chance of being a viral infection, open file explorer then press [alt] + t to open the tools menu, then choose folder options.. then on the VIEW tab, change settings, choose ("View Hidden files and folders") then uncheck "Hide system files" then click OK. Browse drive d:\ and check if there are unusual folders with blurry icons. Your original files must be there

You can try recuva
https://www.piriform.com/recuva
and see if it can find anything. There is a strong chance that all your photos are lost if they are not in the original folder on the computer
It may be the hard drive is failing, download crystaldiskinfo to check
