Why isn't the pulley spinning on the ac compressor?

I have a 96 zj Jeep Grand Cherokee v8

I just placed a new clutch for the ac compressor and it seems the pulley or the front part of the whole clutch doesn't spin although the part in contact with the belt does spin .. Any advice or links well appreciated

    Have some one turn the ac on and off without the engine running. You should hear a click in the clutch when it goes on and off. If it doesn't click, there may be a problem with the power going to the clutch. I would check for a blown fuse. If the clutch is operating properly, the compressor may be shot and seized.

    Jump the low pressure switch and see if the compressor kicks in. I'll bet you don't even know what the pressure readings on the low and high side are!

    Did you turn the AC on? Did you do a full service on the AC system?
