Going to New Orleans for a week during Halloween this year. Can I dress up on days other than Halloween?

We are going to New Orleans for a week in October and will be here over Halloween. This will be our second trip to New Orleans, but the first over Halloween. We want to know if it is appropriate to dress up on more than just Halloween? Several of us are planning multiple costumes including a sugar skull costume for November 1. Can someone help us out with whether any of this is cool or not?

    You could probably get away with the sugar skull on November 1, but otherwise unless there's something going on I don't think so. I went for Mardi Gras but didn't stay for the actual day and nobody dressed up except the actual day. Still if you can find a bar or a party happening on a date other than October 31, that's different.
