Minor league baseball people is my friend going progressing in in the minors or lagging in the minors?
So my childhood friend got drafted to the pittsburg pirates in 2013 and since then he has been moved around to 3/4 teams it seems. and at one point he went down to a lower ranked team in a league it seemed. this is his page http://www.baseball-reference.com/minors/player.cg...
are these good scores bad scores or are they bad or good leagues?

At his age, and given what appears to be some injury trouble, there is nothing particularly troubling with his record - he has a low strikeout rate but that could improve. However, he is a very long way from the major leagues and the odds are that he will never make it.

Well, by getting to the minors, he's already progressed further than most baseball players/ But only one in nine minor leaguers even spend one minute in the majors, so he'll have to keep progressing.
