where could i buy something to allow a miniature poodle so sit on a wheelchair users lap safely?
i have 2 ramps out the front of my house. i am most likely going to be getting a miniture poodle next year. it will need to learn how to sit on my lap as it will be trained as a service dog
if there is not a thing what carrier could i adapt

Unless you are so fat that you don't have a lap - a small dog doesn't need anything like a carrier.
A service dog is not going to be a lap dog - it is a working animal - not a pet.
They are trained to walk next to your wheelchair (or help pull your chair) and assist you in picking up things, opening doors, fetching medicines, turning on lights ... etc.
There is VERY little a miniature poodle could do as a service dog - it's too small to fetch your mail, to get medications off of the counter for you, or do most of the other things a service dog needs to do. It is too small to even help support and steady you - While you get in and out of a wheel chair.
The only thing I can think that a small dog like this could do is be a seizure alert dog - but you can't just pick any random dog and expect them to sense seizures. You need to get one of these already trained by a service dog organization.

Service Dogs walk on leash at your side, not sit on your lap.
And you don't just go and buy a dog and then expect it to be suitable as a SD. Pay a SD trainer to select a suitable dog for you whether or not it's the breed you want.

What Service will this dog be performing? Sitting in your lap is not a Service.
Service dogs are bred and trained at specific agencies and you have no choice as to what breed it will be.
